Development of requirements for modifications to NASIS - (Point data)

Business Requirement: Certification of Point Data

  • From:Draft Business Requirements for the Quality Assurance and Quality Control of Point Data.doc (June 18, 2006)

Fourth Proposal - after further comments

3 Certified - Ready for distribution
2 Partially certified - Reviewed and deemed suitable for internal use only
1 Not Certified - Has been reviewed and has failed the review process - notes have been added to indicate why the data failed to be certified
0 Not for Distribution - This designation is for data that is not for distribution. Test data would be included here.
Null allowed (The designation on data prior to certification review)

  • Because of the current data model it will be necessary to certify Sites, Site Observations, and Pedons separately.
  • Reasons to choose the fourth proposal over the first:

    1. Corresponds to the same certification status choice lists for DMU, and Legends
    2. Shorter list, less choices
    3. A choice list should not be used to identify point data that should be identified by geographic area
    4. The Duplicate point issue needs to be addressed in some other way than certification status

Third Proposal - There are too many reasons why data that is not geospatially located may be as valuable as some data that is geospatially located. The validity of the location should be identified some other way. If it is important enough a certification of location information could be added and the third proposal would be appropriate for that case.

3 Certified - Reviewed and geospatially located
2 Partially certified - Reviewed but location information is either not accurate or not present
1 Not Certified - Has been reviewed and has failed the review process - notes have been added to indicate why the data failed to be certified
0 Not for Distribution - This designation is for data that is not for distribution. Test data would be included here.
Null allowed (The designation on data prior to certification review)

How does this third proposal compare to the first:
P, R, I and DI could all be 3 Certified data
2 partially certified data was really not addressed in the former list. What is Partially certified data? See Appendix A (below) for Missouri’s definition of partially certified data
U and DU are 1 Not Certified Data
0 or Null N, and T Non-point data and Test Data

    First Proposal:

The following choices are proposed for the certification fields in these objects/tables.

P Certified data, for public distribution

    R Certified data, restricted distribution

I Certified data, for internal use only

    U Uncertified data

    DI Duplicate certified data

    DU Duplicate uncertified data

    N Non-point data

    T Test data

    Explanation of the choices

P This data has been reviewed. With the exception of a time series which will be defined later, there are no duplicate points allowed in the publicly distributed data.

R This data is data that is restricted for legal or military reasons.

I This is valid data that has been reviewed/certified. However, the owner of the data does not wish to share it with the general public. (Internal use)

U Uncertified data is data that has not been peer reviewed by a project leader or soil data quality specialist.

DI Duplicate certified data is data that is withheld because it would mess up statistical calculations. An example of this data would be cases where duplicate samples were sent to multiple laboratories. Only a single set of results would be shared with the public, but the duplicate data would be stored in NASIS.

DU Duplicate uncertified data is similar to Duplicate certified data, but it has not been peer reviewed.

N This designation is used for records that have been used to hold data which is not really point data at all. Examples would be the .a files or some other notes which really do not represent points.

T Test data is potentially bogus data which is used to test reports, calculations, validations and queries.

APPENDOX A. Statement from Missouri Soil Characterization Laboratory - Web Page

Certification refers to the reliability of pedon site information and descriptions. Certified pedons have been reviewed for accuracy, and have been updated where appropriate. Because of the enormous workload in validating this database, two levels of certification are used:

    Level I Certification indicates that:
The pedon is correctly named and classified, and the pedon is located more or less correctly. In most cases, the listed pedon location is within a 30m radius of where it was actually sampled. If not, the pedon is, at least, located within the correct map unit delineation, and on the correct landscape position.

    Level II Certification indicates that:
Level I criteria are met (correctly named, classified and located), all available and pertinent site data have been entered are are valid, and the pedon description has been reviewed and revised or updated as necessary.
Two additional classifications regarding certification exist.

    Not Certified indicates that:
Pedons have not been reviewed for accuracy. Users should be aware that names, classifications, locations and other information for these pedons may be inaccurate. Generally, no 232 Form appears with the laboratory data.

    Uncertified indicates that:
The pedon has been reviewed for accuracy and some attribute necessary for Level I Certification cannot be verified, such as location. A certification note should be entered to explain reason for the pedon being classified as Uncertified.
Many of the query criteria are available only for certified pedons. In addition, more data is available for certified pedons than for uncertified pedons, and only certified pedons are mappable on this Web site.
